THIS WEB SITE IS POLITICAL FREE SPEECH !!
Welcome to impeachjudgebayley.com, thousands of people have learned the truth about criminal law breaking Cumberland county PA Judge Edgar Bayley. This web site is devoted to the truth, the whole truth and nothing but the truth about dishonorable scumbag Judge Edgar B. Bayley's corrupt and moronic nature, the people whose rights he has with malice of forethought criminally and illegally voided, and lives his legally retarded decisions have ruined. The victims of Judge Bayley's abominations do not consent to feeling inferior. We will not allow the completely fraudulent lie that in each case Judge Bayley follows the law, to go unchallenged again. Judge Bayley's blatant legal fraud and violation of his solemn oath of office makes law abiding people with above room temperature IQ's VERY angry. Thus, Judge Bayley, (yes, thanks to computer cookies, we know Judge Bayley and his family read this web page) welcome to the consequences of your past corrupt lying and judicial fraud. We have an inalienable right of free speech and the truth about your fraud sets your victims free!!
Judge Bayley's judicial frauds ended on 12/31/09 when mandatory judicial retirements forced him from the bench so his impeachment is now moot. Have a happy retirement on the tab of the taxpayers you abused asshole!
Sadly our courts are full of judges who operate outside the law and public view because the traditional TV media rarely tells the real horror stories of people whose lives are ruined by local Judges who feel free to ignore laws because the can, for political reasons, out of spite, to do a favor for fellow government employees, their political contributors, lawyer relatives, lawyer buddies, and other working or retired Judges. Even if Judges follow the law on 95% of cases many people's lives get ruined. Who would board a plane if there was a 5% chance of dying? Jefferson said “when the people know the truth, the nation will be safe. We are not safe because ordinary citizens don't know about horrible judges like Cumberland county Judge Edgar Bayley (public domain home address 118 North 33rd St Camp Hill, PA 17011 home P# 717-737-4424 courthouse office 717-240-6294).
Please TELL OTHERS, and read the below examples of Bayleys horrific legal judgment blows down the lives, rights and property.

His record of moronic and 50 worst corrupt decisions are below.
Judge Bayleys "probation for cat killer" case.
Orlando Ramos 24, and his equally sick cousin Ignacio Avilla 19, tied a cat to a tree and shot it over and over with paintballl guns. When the paintballs failed to kill the cats 9 lives's they beat it to death with a stick. Judge Bayley gave the 2 ZERO jail time and just 19 months probation. No ban of them getting near pets or paintballs was imposed. This case kinda makes you wonder what the sentence would have been if a politician or other judges cat had been the victim.
Judge Bayley's "11k and a year in jail for hit and run" case.
Kevin Bell was ordered to pay 11k in fines and restitution and 5-23 months in jail (likely out in 12 months) when his car hit Charles Donnley and drove off. Was 11k less that the value of the car and cycle involved? Nice to know how cheap life is in Cumberland county courts of Edgar Bayley. source: patriot news.
Judge Bayley's "$1 bail for child molesters" case.
District Attorney David Freed said he might challenge Judge Bayleys decision to reduce bail from $500,000.00 to just $1 for Kenneth Clark, 37 of Newville PA accused of molesting and raping a preteen girl for TWO YEARS
Judge Bayley's "go easy of killer trucker" case.
When trucker Michael Lash 43 of Dauphin county didn't maintain his trucks breaks he caused a tragic event when brake failure caused him to crash into and kill Samuel Maravich Jr in 2006. In his last year as a judge Bailey gave Lash 6 months in jail for the negligent homicide of Maravich source: patriot news.
Judge Bayleys "probation for false rape lie" case.
William McCurty had no reason to be nervous when he faced Judge Bayley for punishment after making a false claim that he was raped by a county commissioner. Judge Bayley let hem off with a slap on the wrist of 24 months of probation. Source: Patriot news.
Judge Bayley "slap on the wrist to hit & run killer = slap in the face to dead mans Family.
Wendall Richie ran over innocent pedestrian Earl Swauger. Richie killed Swager at 7am last October 24 when he was crossing the street. Swaugers niece Holly Bryson told Judge Bayley Wendall Richie was "a monster" for leaving the scene of the accident without seeking help for her dying uncle. Rictchie's attorney pleaded with Judge Bayley that his client was "simply petrified" and fled the scene. I bet Richie was not as petrified as as 69 year old Earl Swauger (a retired dishwasher) was as he likely watched Richie stop then drive away not even calling 911 to help him. Think Judge Bayley asked himself what Swauger's last thoughts were as he laid in the street dying. Not likely, Judge Bayley was too busy trying to come up and excuse for his favorite horrific illegal bias: Sticking monsters like Wendall Richie in cheaper county jail on local taxpayers tab who belong in state prison. Tell your all your friends, look both ways many times when you cross any street in Cumberland county, because Judge Bayley will again break your families heart anew, with his textbook, no justice slap on the wrist, for your hit and run killer too. Bob Dergen & the Harrisburg TV media need to FINALLY out this MOST disgraceful decision #45 by the ALWAYS HORRIFIC President Judge of Cumberland county. source: penlive.com/patriot news on 9/3/08.
Judge Bayley " Carlisle mayor demands Bayley put cocaine dealer in state prison"
How soft is Judge Bayley on hard core drug criminals? So soft that longtime Carlisle mayor Kirk Wilson sent Bayley a letter in May 08 DEMANDING Bayley get a 33 year old convicted coke dealer Christopher Murphy out of the county DUI jail on local taxpayers tab and in state prison where he belongs. Bayley had "exercised" a judicial option to let Murphy stay in county jail. Judge Bayley has a long, well documented history of sentencing dangerous criminals in county jail, on local taxpayers tab because its less expensive than the state pen the law otherwise requires they go to. Three cheers to Mayor Kirk Wilson for standing up to Bayleys judicial fraud. Now if we can just get the rest of the sound asleep elected official in Cumberland county to wake up and speak out about Judge Bayley frauds his long overdue impeachment can begin in earnest. Judge Bayley "Going easy on child rapist....again"
James B. Coles, 60 of Upper Allen should be doing hard time in state prison, instead he will do under 2 years in the county lockup. This dangerous child sexual predator raped and molested a little 5 year old girl for 4 YEARS until she was 9. Judge Bayley didn't even lock this sick son of a bitch up for as long as his crime spree was. Judge Bayley has again true to his pattern put a dangerous criminal in local jail at local taxpayer cost and not state prison whose cost is born by the entire states tax base. HOW SICK & TWISTED IS JAMES COLES? BEFORE HE WAS TAKEN OFF TO JAIL HE CALLED OUT TO THE NOW 9 YEAR OLD GIRL HE RAPED WHO WAS IN THE COURTROOM THAT HE WOULD LOVE HER FOREVER. How many sick CHILD MOLESTERS does Judge Bayley have to go easy on with ZERO state prison time before Bob Dergen and the rest of the Harrisburg press wakes up. source: Patriot news article by Matt Miller.
Judge Bayley "ZERO JAIL TIME for man guilty of 24 counts of sexual abuse of children".
A ex sporting hill elementary school volunteer was given ZERO JAIL TIME, and only 23 months probation Tuesday by Cumberland County Judge Edgar Bayley. Michael G. Frankowski, pleaded guilty to 24 counts of sexual abuse of children. Police said Frankowski had an album with more than 200 child porn images. His mother was put on administrative leave for allowing her son to volunteer at the school when she knew he was being investigated. True to his pattern, Judge Bayley has AGAIN gone super easy on a sicko dangerous child predator. One has to wonder what would a child predator would need to do for Judge Bayley to give them HARD TIME in state prison. If a grandchild of Judge Bayley was abused, would the predator would get real state prison punishment ? source: story in the Carlisle sentential.
Judge Bayley "7k fine and NO state prison for rape of Camp Hill middle school girl."
Judge Edgar B. Bayley gave child rapist Aaron Nadler 9-23 months in county prison sentence, After allowing Nadler to plead guilty to a lesser charge from his rape of a 10 year old girl in the late 1990's. Bayley ordered him to pay more than $7,000 in restitution and council costs for the harm caused the girl. NO STATE PRISON AND $7000.00 IN DAMAGES FOR RAPING A INNOCENT CHILD...ARE YOU FRICKING KIDDING?? Deputies handcuffed Nadler and led him away while The girl and her parents watched from the back of the courtroom but said nothing. The police reports indicate, Nadler had various sex acts with the girl while he was her babysitter. Nadler had faced rape and other sex-related charges, but those were dismissed by Judge Bayley. How in the world did Aaron Nadler get off so easy? What influential people are in his family tree? Will the local media pursue that question? Once again Judge Bayley, true to form has let a serious sex criminal off so easy as to once again raise the question if "corrupt influence" affected the deal and sentence Nadler got. source: story in The Patriot news.
Judge Bayley's "light fines are a just cost of illegal gambling" case.
William E. Naugle of Dillsburg was fined $250 by judge bayley for running a illegal sports bookie operation that made huge amounts of money taking bets on pro and college sporting events. $250 bucks, are you kidding me? Was this guy Bayleys bookie to get off so easy. No jail time, no probation, $250 didnt even cover the cost of the undercover county detective who caught Naugle red handed.

Judge Bayley "no more jail time for government employee who surfed for child porn"
A fire department EMT who pled guilty to viewing child pornography on the job got a get out of jail free card from Judge Bayley. Richard D. Wilcox Jr., served ONLY 128 days in county jail. Judge Edgar B. Bayley decided that was enough, after urging of his Public Defender Arla Waller. Bayley paroled Wilcox. Wilcox pleaded guilty in January 2007 to sexual abuse of children after it was determined he had accessed Internet child porn on a government computer at a firehouse to surf the Internet for topics including "little girls and sex". Judge Bayley has a reputation for going easy on government employees sex criminals (see MANY cases below). This case was an opportunity to exercise both biases. It makes you wonder what is hidden on Judge Bayley's computer hard drive ! story source: Harrisburg, York, and Philly newspapers
Judge bayley "no state prison for pedophile" Donald Duncan Jr. was sentenced for videotaping two teen girls getting undressed in his home. Duncan will serve only 60-365 days in county jail, but Judge Edgar Bayley allowed Duncan to delay his sentence until he appeals it. TALK ABOUT GOING EASY ON A SEX CRIMINAL WHO PREYED ON CHILDREN, JUDGE BAYLEY YOU SHOULD BE ASHAMED THIS PERVERT WILL DO NO HARD TIME. story source: Carlisle newspaper.
Judge Bayley "no state prison for couple that starved their infant child" Trisha Gallagher and Zach Taylor admitted in January they imperiled the health of their newborn son, with the baby's father. Judge Bayley gave both probation, when they could have received a state prison term. Senior Assistant District Attorney Christylee Peck, claimed Gallagher was "not showing any remorse for starving her 4-month-old child". Gallagher is pregnant again and about to give birth to another child. Isn't it just brilliant that Judge Bayley gave both parents probation and a shot to starve a second soon to be born infant. Given the horrific illegal custody orders Judge bayley issues to parents who have committed no crimes, its appalling these 2 criminal parents a 2nd chance to starve their kids to death. source: Harrisburg and Carlisle newspapers.
Judge Bayley "no state prison for thug who tried to run over police officers" Juan Carlos Samayoa tried to steal a state police cruiser after a foiled January 2006 burglary at Monroe Elementary School after the officers ordered him to get out of the car and he threw the vehicle into reverse, hitting them with the car. After endangering the officers and his role in two of a dozen school burglaries that netted $100,000 in computer gear in Cumberland, Franklin and Huntingdon counties. Senior Assistant District Attorney Dan Sodus asked the judge before sentencing to consider that Samayoa “put two police officers in serious jeopardy.”. Stealing 100k of school computers and resisting arrest by trying to run state troopers over with a stolen police cruiser isn't jaywalking, it serious crime deserving of hard time in state prison. Judge Bayley gave Samayoa just 11-23 months in county jail. True to his pattern Judge Bayley under sentenced a serious criminal to keep in county jail screwing local taxpayers to pay for a thug that belongs in state prison. source: stories in the Patriot news and Carlisle sentential.
Judge Bayley "lets female criminal who beat up an 85 yr old woman off the hook" Judge Edgar Bayley is at it again! This time a dumber than a bag of hammers alcoholic Hampden Twp. woman is getting probation, not jail time after beating her 85-year-old mother with a bottle of tequila. Wow, Edgar you really are a moron. So what would it take? If Karen Owens, May 9th attack that bloodied her 85 year old mother was with a baseball bat would you have given her any jail time then Judge Moron ? How about a gun, if a 50 year old drunken woman shoots her 85 year old mother, then would she see jail time then? One thing is for sure if a 50 year old man beats up his 50 year old mother, Judge Bayley would put him in jail. Does Judge Bayley have some sick perverted penis hatred fixation where he just can't seem to bring himself to send criminals without one to the jail sentence their crimes show they so desperately deserve. Just in case your thinking this white trash drunk beating her 85 year old mother with a tequila bottle was not horrific enough to warrant a long jail sentence consider this. Drunken daughter Owens refused to call 911 or give her mother medical aid and for hours prevented her from leaving (aka: false imprisonment). The 85 year old woman got away when Owens either passed out or fell asleep. How many times does Judge Bayley need to deliver up such gender biased corruptly light unequal treatment under law sentences deals to prove beyond a reasonable doubt that he is either totally corrupt or a total moron? Wake up Harrisburg TV media, the Harrisburg and Carlisle areas papers have scooped you again with another Cumberland County President Judge Edgar B. Bayley abomination. A search of the WHP, WGAL, and WHTM web sites for the words "Judge Bayley" yields ZERO hits. A yahoo search for Harrisburg area newspaper articles about Judge Bayleys bad decisions found 11 stories in just the last month. Radio talk show alleged "corruption fighter" Bob Dergen, if you still wont talk about Judge Bayley going easy on a real criminals, epically females, check your circulation, your brain may not be getting enough oxygen. source: Harrisburg Patriot and Carlisle Sentinel newspapers
Judge Bayley " woman+government worker+grand theft=probation" True to his pattern of light treatment of female and government employees Judge Bayley has government another government employee caught embezzling a NO JAIL TIME, slap on the wrist. Bertha Miller a former Dickinson Township secretary stole money from the township forged documents to cover her crime. Bayley gave this government crook 23 months of supervised probation and $17,351.25 in restitution to the including $2,496 in expenses her township spent over her thefts. Dickinson Township Supervisor Dan Wyrick was angry saying " For stealing people’s money, she got probation — that doesn't quite seem right," township officials were upset that Miller won't do time in jail. Township Manager Robert Livingston asked the judge to punish Miller "to the full extent the law allows. "We feel it's been clearly demonstrated that Mrs. Miller planned her deception and has shown no remorse," Livingston said. "We also feel that she violated the residents' trust." Miller posted the checks she cashed as payment to firms the township does business with. Township Manager Robert Livingston testified Miller “left the township at risk by forging the bonding documents, deceiving township supervisors to think she was bonded.” Even Senior Assistant District Attorney Matthew Smith seemed to be familiar with Judge Bayley's pattern of light treatment of women and government employees predicting to township officials beforehand that a probation sentence was likely. When even other politicians complain a judge is going easy on a government embezzler, Houston we have a problem. The message Judge Bayley, president judge of the Cumberland county court sends to the country judges under him and government employees in Cumberland county with this decision is clear: Government employees who embezzle public money, commit fraud, and forgery won't go to jail. This moronic or corrupt (which would be worse?) by Judge Bayley just encourages more government employees to steal public money, without fear of jail time. Just pay the money back if we catch you, now there is a great plan to destroy deterrence and encourage government employees to steal public funds they are fiduciaries of. Folks how many more cases do we need to see what a moron or corrupt judge (again, what's worse?) Edger Bayley is and impeach this putz and take his pension before age 70 forces his retirement? Call your representative the state legislature, demand they read this web page and start impeachment of Judge Bayley immediately. source: stories in BOTH the Harrisburg Patriot online and Carlisle sentinel online.
Judge Bayleys "protect guilty politicians & screw innocent taxpayers" Judge Bayley has granted golf course developers a HUGE court victory on a longstanding dispute. Judge Bayley's decision sets up the innocent taxpayers of Silver Spring taxpayers getting stuck paying HUGE damages over the illegal acts of corrupt silver springs township politicians who violated their oath of office. Screwing the taxpayers who will pay the damages Bayley granted Lettermen Inc. and Rich Valley Golf Inc. a partial summary judgment. the developer claimed the township politicians attempted to attach illegal conditions to their project, which delayed the opening of Rich Valley Golf by two years. Corrupt Township politicians had approved a conditional use application for the golf course with the condition that Lettermen pay for road improvements and install traffic signals at the intersection of Rich Valley Road and Carlisle Pike. That intersection is at least a mile away. Under PA law developers cannot be forced to pay for off location improvements to roads. Why didn't Judge Bayley ask the DA to prosecute the politicians blatant illegal abuse of power or enable the developers to sue the corrupt politicians who broke the law in demanding a bribe in the form of what they clearly knew was an illegal request for private parties to pay to improve a public road. Of course Judge Bayley does not live in silver springs township so none of the coming HUGE tab for the damages caused by the corrupt politicians he protected from personal liability won't show up in his future tax bills. The case is a good example of Judge Bayley's pattern of protecting guilty government employees from harm and punishing the innocent, in this case taxpayers of silver springs township. story source: Carlisle sentential online 2/25/07
Judge Bayley's" Child molester of 2 teen girls may be back on the street soon" sentence CARLISLE - Allen E. Brown 67 of Hampten township was sentenced to as little as 3 years in state prison for molesting two pre-teen girls. Judge Bayley actually commented "You've done some harm, no doubt about it". Gee wiz, ya think. Could this be the first time any PA judge was brain dead enough to referred to the sexual intercourse of a dirty old man child molester of 2 young girls as "You have done some harm". Folks I could not make up anything so absurd and obscene as Judge Bayley's comment before sending this sick pedophile who should be doing 10-20 hard time for child rape to the pen for 3 years where with good behavior he may be out in under 2 years. Could be the worst most brain dead, corruptly light sentence, offensive Judge Bayley sentence yet? How out of the loop is the Harrisburg TV and Radio media gotta be to give this story ZERO air time thusfar. Bob Dergen, if you won't talk about this Bayley abomination on your radio talk show, you should buy a bowling ball and get a new job. source: story by matt miller in patriot news online on 2/21/07.
Judge Bayley's "man who had 5 hour armed standoff with police gets probation" A Silver Spring Twp. man who caused a 5 hour standoff with police in October will spend 2 years on probation. Judge Edgar B. Bayley ordered Johnny A. Lucy. The charges stem from an attack by Lucy on his girlfriend and are for damage he caused to a trailer in Mountain View mobile-home park. Police had to evacuate neighbors and negotiated with Lucy. Lucy told officers to get off his porch because "I've got you in my sights,". Police shot tear gas and rushed into the trailer. source: The Harrisburg patriot news online 2/21/07.
Judge Bayley's "only 9 months sentence for kidnapper"
Eric Jones, 28, was sentenced by President Judge Edgar B. Bayley on 1/29/07 to as little as 9 months in county jail. Jones was arrested for kidnapping, sexually assaulting and threatening to kill and rape a Carlisle woman last summer. Jones admitted binding and assaulting the woman after he picked her up in Carlisle. The 24-year-old victim claimed Jones molested her and threatened to kill her with a knife. She said she averted being raped by telling Jones she had AIDS. State police said the woman escaped from Jones' home and ran to a neighbor's house to summon help. Jones was arrested after heavily armed police surrounded his home. WITH GOOD BEHAVIOR AND TIME ALREADY SERVED JONES MAY BE BACK ON THE STREET AS EARLY AS JUNE 2007. Given Judge Bayleys help covering up retired Judge Louis O'Brien's kidnapping (see case 2/3 down this page) with no criminal charges I'm sure Judge Bayley considers 9 months for kidnapping a harsh sentance.

Judge Bayley's "more absurd backwards sentences for the guilty"
James Wrightstone, 33, was arrested by state police arrested after shooting out the windows of his ex-girlfriend's car, showering his infant daughter with broken glass. Judge Bayley on 1/23/07 sentenced Wrightstone to only the 38 days in jail he had already served. Folks that's 38 days for the near murder of an infant!! Contrast that unbelievable light sentence given to James Wrightstone with Jason Lee Newell, 26, just sentenced by Judge Bayley to 2 to 4 years in Cumberland County Prison in connection for leaving the scene of a NON-DUI auto accident last July. LEAVE THE SCENE OF AN ACCIDENT GO TO JAIL FOR YEARS, NEARLY MURDER AN INFANT GET 38 DAYS IN JAIL. WHAT PLANET DO THOSE SENTENCES MAKE ANY SENSE ON? HINT: its not earth! source: Carlisle sentential online 1/23/07 and 1/24/07.
Judge Bayley's "more unequal sentences for male and female crack criminals" case
A man and woman who robbed eight Cumberland County convenience stores for crack money were sentenced in county court on Tuesday, but they won't do equal time for the month-long crime spree that spanned four counties last year. Judge Edgar Bayley gave Heather Whitfield, 31, 1 to 3 years in state prison to run concurrent with her Dauphin County sentence of 4 to 8 years in state prison. Meanwhile Bayley for the same get crack money crime spree gave Jason Fultz, 5 to 10 years in state prison in addition to the 9 to 21 years he’ll serve on a Lebanon County sentence. You don't have to read very many of the below cases to see that Judge Bayley clearly has "mommy issues" and seems incapable of giving women the same punishment as men, even when its for the same crime or crime spree. source: article in the Carlisle sentinel online on December 20 2006 by Tatiana Zarnowski. http://www.cumberlink.com/articles/2006/12/21/news/news139.txt
Judge Bayley's "screw the neighbors right to peace & quiet" case
Every American has a right to equal protection under law. Zoning is one of the ways law protects people from disruptive acts by nearby property owners that disturb the peace. When Carlisle productions refused the demand of North Middleton township to stop building a dirt bike track near a residential area of the Carlisle fairgrounds because it violated North Middleton's zoning code, the township asked Judge Bayley for an immediate injunction to stop planned bike racing. The township argued that dirt bike racing at summer bike fest
would generate unreasonable motorcycle levels of noise and airborne dirt and the dirt bike track violated the townships zoning code. After a four-hour hearing on the zoning issues that included the absurd testimony that racing bikes emit as little 60 decibels of noise Judge Bayley refused to rule on the clear violating of zoning rules by Carlisle productions. Instead Judge Bayley ruled only that the township did not prove "irreparable harm" would be caused by the bike racing that might violate the zoning code. How do nearby homeowners repair the harm to their right to equal protection under the zoning code to peace and quite? One can only assume from this brain dead ruling by Judge Bayley that residential neighborhoods have no zoning rights to peaceful and quite enjoyment of their property and or he is a dirt bike racing fan.
Judge Bayley's "no state pen time for criminal already on parole"
From a story in the Patriot news by firstname.lastname@example.org Pedro Pinero was already on parole for attacking his girlfriend, when he attacked her again choking her, and using a knife threatening to kill her and her children. She had to jump from a moving car to escape Pinero attempted murder of her. Judge Bayley allowed a plea of simple assult to result in ONLY 2-23 months in county jail (at local taxpayer expense) vs state prision. Pinero pleaded with the aid of a spanish interperter for the courts mercy. Guess he didnt know he didnt need to beg because Judge Bayley has a history (see below cases) of giving dangerous criminals zero hard state prision time, and gives soft county jail time instead. When Pinero gets out in months, if he decides a 3rd attack on the same woman is the charm and kills her will any Harrisburg Media outlet report the easy county jail time Pinero got for his first 2 attacks?
Judge Bayley petitioned by community group to stop going easy on drug criminals
From a story in the Carlisle Sentinel on 5/23/06 In a recent letter to the county’s president judge, a group of Carlisle residents say justice doesn’t stop there. "We just don’t see these people being put off the street for any period. Community group Hope station
Executive Director Jim Washington's (:jimwashingtonjr@ comcast.net
) group has been circulating a petition calling for stricter sentencing of drug offenders."To maintain a safe community, it is critical that Carlisle and Cumberland County become known for zero tolerance of all illegal drug activity with aggressive prosecution and swift, steep sentences for those convicted of such crimes," the petition states. Bearing nearly 200 signatures, the letter was presented to Judge Edgar Bayley last month, the group’s leaders say. The group hasn’t heard back from Bayley and probably won’t, He was out of town and unavailable for comment.
Judge Bayley's " no state pen time for Female bank robber" case
From a story in the Harrisburg Patriot on 5/3/06 section F and
Sharon Stambaugh was arrested in October 2005 after she committed 3 bank robberies in the Carlisle area. She claimed she robbed the banks in order to pay her child support. Bank Robbery is a federal crime . The feds apparently had little interest in the case and Ms Stambaugh had the good luck to get county Judge Edgar Bayley whose "go easy on government or female criminals" is well documented (see below cases). Facing up to 7 years in a maxim security PA state prison for women, Judge Bayley was true to his bias and on May 2nd 2005 sentenced Sharon Stambaugh (who already had a conviction on a drug charge) to as little as 11 1/2 months in county jail. If credit is allowed for her time served since October 2005, with good behavior now 2 time felon Stambaug could be out in time to see her kids go back to school in the fall of 2006. Less than 1 year in jail for 3 bank robberies, and not 1 hour of state pen time. Gee...I wonder what sentence this brain dead corrupt idiot Bayley would have given a man who committed the same crime. Maybe Stambaugh didn't rob the bank Judge Bayley has his checking account with. How much more blatant sex bias and not sending morons who commit serious felonies to STATE PRISON does the Harrisburg area media need before it connects the dots on the totally corrupt illegal Pres judge Bayley agenda ? Please feel free to email them and ask why at: email@example.com, firstname.lastname@example.org, email@example.com . Alleged WHP raido talk warrior Bob Durgan and every Harrisburg area media outlet who get impeachjudgebayley.com releases have never, not even once, mentioned this impeach Judge Bayley web site or done even one story that connects the dots of Judge Bayleys dozens of moronic, corrupt or illegal pattern. What are the afraid of?
Bayley's "no state prison time for meth lab cooks" case
From a story in the Carlisle Sentinel on 4/19/06 online http://www.cumberlink.com/articles/2006/04/19/news/news24.txt
This is possibly the most brain dead decision of Judge Bayley's judicial career. Folks, You could not have a better case to document Judge Bayleys illegal screwing over county taxpayers and putting the citizens of Cumberland county's safety at risk with his blatant putting of dangerous criminals who committed state prison crimes in county jail at only county taxpayers expense. Moron meth cooks Robert W. Hileman and Robert O. Bates dangerous apartment meth lab could have blown up a whole block killing hundreds, in a 911 style building collapse. Facing 10 years in prison and a $250,000 fine Judge Bayley gave them a slap on the wrist, county jail time that could put them back on the street cooking meth in just months Their Lawyer said "state prison term would “expose him to varsity-level offenders” — a detriment to both society and a “skinny kid,”...and idiot Judge Bayley bought the argument. A pre-sentence investigation recommended a state prison....and Bayley game them one- to two-year sentences in county....again...they could be out in just months, to cook meth again, maybe next time actually blowing a building up next time and killing innocent neighbors. The brain dead county DA really said "Since their arrest, there have been no other attempts to make crystal meth in Cumberland County, “I'm hopeful that we don't see any more meth any time soon,” he says, adding New Cumberland residents were lucky this time. How could anybody be that stupid...unless of course the DA has a crystal ball that shows nobody cooks meth in Cumberland county...but it didn't see these two....until a neighbor to investigate a pungent odor. This case is so retarded it cant be called retarded because its an insult to people who really are retarded to be compared to Bayley and the DA. Its time for all the Harrisburg media to wake up and smell the coffee and get this corrupt idiots history on page one immediately. Unless of course the media wants to wait 5-6 months until the "2 stooges meth cooks" walk from Cumberland county jail, and give themselves and neighbors the ka boom death penalty when next time a neighbors nose does not save the day. With Judge Bayley the truth about his moronic corrupt judicial history is far more bizarre than fiction.
Judge Bayley's "protect police from video of misconduct" case
In 4/06 A North Middleton Township man was sentenced to one year probation for having a friend videotape a Carlisle Pike police traffic stop related to illegal street racing. Once again Judge Bayley is making a blatantly illegal ruling makes anybody from video taping police traffic stops from a distance guilty of obstructing governmental functions. Remember the police misconduct and beating of Rodney king? By Judge Bayleys ruling taping any police conduct good or bad is a crime. Folks, this is a blatant obstruction of justice by declaring the video evidence of a crime filmed by any citizen illegal. Of course police and government can make and use video to catch and prosecute misconduct, the public just cant have the same freedom. The ruling has a chilling effect for anybody trying to document police misconduct with a video camera or camera phone and actually encourages police misconduct by protecting police from video tape evidence of their misconduct. Police seized the video tape in the above case as "evidence". Anybody what to trust the police to safeguard video tape of their possible misconduct. As you can see from the many cases below, illegal preference to government employees is a frequent motus operandi of Judge Bayley. Story source: 4/4 article in the Carlisle Sentinel
Judge Bayley's "go easy on the ex-govt employee embezzler" case
Barry Gibb a former Cumberland county "courthouse rat" with the county controllers office recently got caught after embezzling nearly $172,000.00 from Vincent Breem a now deceased 84 year old who trusted Gibb with his power of attorney when he had a stroke in 1999. Gibb faced hard time in state prison for his crime, good thing for him Judge Bayley who is notorious for going easy on ex-government employees was on the case. Bayley sentenced Gibb to only 1-2 years in county jail at local taxpayers expense, instead of hard time in the state pen at the expense of all PA taxpayers. Screwing local taxpayers with sentences up to 2 years in county jail for offenders who crime should put them in state prison is a recurring pattern with Judge Bayley. Judge Bayley's "dumb 18year old, "retarded Judge" case.
When penniless Jeremi A. Kanneg, 18, of Mt Holly springs was accused of kidnapping the puppy of an ex-girlfriend (because he was upset she was dating others) he sat in jail at taxpayers expense with 100k bail until he pleaded guilty. How insane is it that Judge Bayley rewarded a corrupt retired judge who kidnapped a Milton Hershey student ( see case halfway down this web page), but puts a broke 18 year old in jail with 100k in bail until he pleads guilty of allegedly kidnapping his girlfriends dog!!! Judge Bailey actually told Kanneg as he finally released him from jail pending sentencing "in the interim, get yourself a job, it will put you in better standing when you come back before me". Isn't it nice to know that having kept a penniless 18 year old in jail until with no options he pleads guilty of taking his estranged girlfriends dog, Judge Bayley feels free to proclaim his application of a fair sentence, will depend of this dumb kid getting a job. Every American has an inalienable right to equal justice under the law, Its a violation of those rights for any judge to make any sentence related to anybodies employment status. Maybe if this dumb kid had not been kept in jail with an absurd 100k in bail until he was forced to plead guilty to kidnapping a dog, he could have had a job and a good lawyer. I am sure county dogs feel safer thanks to this moron fraud posing as a law enforcing republican judge. Equal justice under the law? Judge Bayley logic: if your a retired judge like Lou O'Brien (see kidnapping grandfather case below) you can kidnap a teenager and get rewarded, but a broke dumb 18 year old will sit in jail until he pleads guilty of taking a puppy! Judge Bayley recently sentenced Jeremi A. Kanneg to time served and allowed him to leave the state for a job in Mississippi. I'm sure after being forced to sit in jail until he plead guilty he was thrilled to be leaving PA for good. story source: coverage in Carlisle & Harrisburg newspapers.
Judge Bayley's "go easy on female embezzler case"
Medical office manager Michelle Holtzapple stole over $310,000.00 from her boss Dr. Stephen Davis a heart doctor in East Penn township while he was out of work recovering from cancer. Under PA law Holtzapple should have gone directly to state prison having plead guilty to the theft. However, Judge Bayley went easy on the 37 year old woman giving her time in county jail and then allowing her into work release so she could work from home doing medical billing. Thats right folks Judge Bayley let a medical embezzler out of jail time so she could return to work from home and new embezzlement possibilities billing government medical programs and insurance companies. As you can see from the below cases Judge Bayley was true to his pattern going easy on women and soft on crime. source: Patriot news story written by email@example.com
Judge Bayley's "lets go easy on repeat drunk drivers" plan
Cumberland President Judge Edgar B. Bayley in one of his first acts as president Judge has decided to ease prison overcrowding that repeat DUI defendants who face mandatory 90-day and 1-year minimum jail terms will be eligible for a new house arrest program. Bayley said the general aim is to sentence 90-day DUIs to 30 days in the prison the work-release program and the balance under house arrest with computer monitoring. Those with 1-year sentences will serve 120 days on work-release before shifting to house arrest, he said. All will have to hold jobs while under work-release and house arrest, Bayley said. "We're not going to take them out of jail and let them sit around the house," he said. In fact that is exactly what Bayley is doing, letting the MOST DANGEROUS repeat drunk drivers, who deserve no breaks, off the hook as long as they go to work and them come right home (subject to electronic motoring) where they can then drink all nite. Maybe if Judge Bayley didn't go so easy (see cases below) allowing many to serve county time when they should have gone to state prison the county jail might not be overcrowded. How long will it take until one of Judge Bayley's drunk "home boys" to violate house arrest and kill somebody only God knows. source: Harrisburg patriot news 12/31/05
Judge Bayley's "sex bias in jail time case"
Catherine Chubb and Charles Kent Pleaded guilty to identical charges of abusing the twin girls they were the parents of. One could reasonably assume that 2 people pleading guilty to the identical charge of child abuse of the same identical twins for face identical punishment. However "mammas boy" PA judges like Judge Bayley just can bring themselves to follow their oath and apply the law equally to punish women the same way as men for the same crime in the same case. Judge Bayley gave Mr Kent up to 10 years in state prison and Ms Chubb only up to 1 year in county jail. Not only is there no equal justice in Judge Bayleys courtroom, Cumberland county taxpayers foot the bill for Judge Bayleys sex bias as jail time under 1 year is normally served in county jail. source: patriot news page b5 11/23/05 matt miller firstname.lastname@example.org
Judge Bayley's "let illegal alien child rapist off easy" case
Pa law allows those guilty of rape to be sent to state prison for up to 10 years. When 4 illegal alien men from Mexico and Honduras has sex with a 12 year old Carlisle girl, who was 12 at the time. Cumberland County Judge Edgar Bayley gave them only 2-4 years but will allow the Federal government to have the 4 deported. Given our near open border with Mexico, how long will it take for these 4 child rapist to cross the US border and rape again, in PA or elsewhere. http://www.cumberlink.com/articles/2005/11/26/news/news04.txt
Judge Bayley's "criminalize business insurance case"
No Government has the constitutional authority to force people against their will to buy insurance. Forced insurance is a blatant form of indentured servitude. PA has one of the worst workers compensation state run insurance pools, and its no surprise that PA small mom and pop firms avoid coverage like the plague. So what does a "ignore what the constitutions says" judge do to folks who won't knuckle under to illegal forced insurance coverage? Give them a criminal record of course. In Nov 2005 Judge Edgar B. Bayley sentenced Edward Nightwine, owner of Nightwine Concrete, Mechanicsburg, to a third-degree misdemeanor for failing to participate in the states unconstitutional forced insurance scheme. Nightwine was placed on unsupervised probation for six months, ordered to pay the costs of prosecution and $29,052 in restitution. With Judges Like Bayley, your constitutional right not to be illegally forced to buy insurance in a bankrupt state scheme means nothing, because the wants of unelected state bureaucrats trump all your constitutional rights.source: Patriot news
Judge Bayley's "let the pervert off easy" case:
A Virginia company executive didn't break the state's privacy law when he used a camera phone to take a photo up a woman's skirt at a midstate shopping mall, Cumberland County judge Edgar Bayley on 8/17/05. So moronic was this decision by Judge Bayley in August 05 that by November 05 IN RECORD TIME the PA legislature passed a law so other moronic judges could not let other upskirt photo perverts off by using the flawed president Judge Bayley absurd decision had established.

Judge Bayley's "lets go easy on repeat drunk drivers" case
Judge Edgar B. Bayley ruled the Department of Transportation, did not have authority to impose the ignition interlock requirement when the trial court's order did not include that requirement in their order. PenDOT has an independent mandate under Section 7003 of the Judicial Code, 42 Pa. C.S. §7003, to impose ignition interlock requirements upon repeat DUI offenders regardless of whether the trial court ordered installation. Judge Bayley and many other PA court judges don't want 42pa cs 7003 enforced by Pendot unless an arrogant jerk judge like them says its ok. more details on this case are here: http://www.dui1.com/DuiCaseLawDetail2107.htm
Judge Bayley's "Who will own a bucket of stones" case
A absurd dispute over the ownership stones that may have archeological significance will be decided by the luck of the draw. Three feuding members of the now dissolved partnership called Lost Valley LLC had asked Cumberland County Court equitably divvy up what they believe to be man-made art at least 10,000 years old. Judge Edgar B. Bayley told them yesterday to sit down with a deck of playing cards and draw to determine who will own which piece. Bayley wrote. "Each party shall draw a card from the deck. ... If two or more persons draw the same value card, the deck shall be reshuffled with another draw or draws until each person has a different value card. "The person with the highest card shall choose an artifact first, the person with the middle card shall choose second and the person with the lowest card shall choose last," the judge explained. "Each person shall then continue to select artifacts in sequence until they are all distributed. A sane judge following PA law would have surely ordered that if no agreement between the partners can be agreed to that the artifacts be sold to the highest public bidder and the proceeds evenly distributed. In a auction sale each partner to bid on pieces they want against any public bidder to the benefit of all parties. Only a judge "dumber than a bucket of stones" like Judge Bayley could come up with something as bizarre as a card game as an alternative to public auction to equitably divide property. Apparently Judge Bayley never considered that additional value all the parties could have received by public auction, possibility huge windfall to each partner via a public auction open to the world like ebay.com or Southerbys. Why do your job as a judge and follow the law as you swore to when you can just decide matters of equity by card games? Why indeed? for more details go to:
Judge Bayley's "fire a honorable nurse case"
Judge Bayley dismissed a lawsuit by a nurse who claimed she was fired by an insurance company for persistently warning of health dangers from second-hand tobacco smoke. Judge Bayley ruled that when nurse Linda Fura of Camp Hill upheld her obligation under her state nursing licence and began raising concerns about inhalation of second-hand smoke by employees at HUGE PA health insurer Highmark-Blue shield (one of Cumberland counties biggest employers whose exec's are BIG political contributors) a Highmark vice president told Fura to drop the issue or else. Fura claimed, and she said she was fired when she insisted she had to keep pressing the matter to meet her obligations as a nurse. PA and federal employment laws are written to protect whistle blowers like the very honorable Nurse Fura from wrongful termination, epically when an obligation under a state professional licence conflicts with employers wants. Judge Bayley simply turned the law, and common sense on its head and ruled that nurse Linda Fura has no right to sue Highmark-Blue shield for her blatant wrongful termination. One can only presume from Judge Bayley's political ruling that only professional nurses who work for smaller Cumberland county firms with few employees and little political influence have rights against wrongful termination. Want to guess who is the health insurance provider is for county employees like Judge Bayley??

Judge Bayley's "bite the nurse case" A mount Holly man 45 year old Timothy Pennabaker assaulted an emergency room nurse at Carlisle regional medical center who was treating him. Pennabaker bit the nurse and then claimed he had highly infectus hepitus C a potentially fatal condition. Pannabaker could have been sent to state prison for aggravated assault. However, Judge Bayley gave him just a $250 fine and 6 months probation. What sentence do you think Judge Bayley would give if some psycho bit him in the ass?? for details on this case. source: Patriot news
Bayley's "screw a US solider going back to Iraq" case: Where would America be if it was not for our brave military ready to go anywhere and fight to defend and install freedom and democracy. Laws granting deployed soldiers special protections against civil legal actions date back to the Civil War. Does Judge Bayley follow the law regarding the rights of US soldiers? Hell no!!!!! Sergeant (E5) William G. Rogers is in the army in Kentucky and is about to be deployed to Iraq again (he served in combat before ousting Saddam from power) Rogers was divorced in PA when his ex-wife left Ky during his first deployment, filing for divorce without discussion or even a dear John letter. Rodgers not Judge Bayley is allowed to decide with whom his son will spend his visitation time with while he is serving America in IRAQ. With no lawful basis to do so Judge Bayley ignored PA law regarding deployed soldiers and sailors and ruled the child may not spend time with William Rodgers family while he is deployed in Iraq defending democracy.
Judge Bayleys ignored the presidents of other courts that "military deployment did not constitute a material change in circumstances". Judge Bayleys decision
illegally voided all the fathers parental rights during deployment and as such is a defacto illegal termination of parental rights with none of the 8 requirements of PA law under title 23 chapter 25 section 2511-13
regarding such terminations being followed. Judge Bayley also totally ignored legal protections of the federal law under the Soldiers and sailors civil relief act
that requires for the temporary suspension of civil legal proceedings which may prejudice the rights of military personal. How big of a law ignoring sleezball Judge do to you need to be to totally void the legal right of a military man to assign any of his parental rights under Pa standby guardianship act before being deployed to Iraq? Sergeant Rodgers is scheduled to Iraq the week of 8/15 and NONE of the Harrisburg media has given an ounce of coverage to this abdominal injustice, not even WHP radio talk show corruption warrior Bob Durgen!! Come on Bob, your listeners need to hear this story. Source: Sargent William G. Rodgers
Bayleys "help a retired judge cover up his teen kidnapping" case The US supreme court ruled that surviving natural parents have constitutionally protected rights against the interference of busybody control freak grandparents and nearly unalienable custody rights, The high court also refused to intervene in the return of Cuban boy Elian Gonzales when hateful Miami relatives tried to keep the child from being returned to his natural father. Pa law also gives huge protections to rights of surviving parents if grandparents interfere. Does Judge Bayley follow these laws of the land and many supporting parents rights precedents? No, not if the interfering grandfather is a retired state judge. When Janet O'Brien died of cancer on 7/3/03 and her teen son Sean was kidnapped from her funeral by his retired judge grandfather who was engaged in a feud against his own son, the child's father for being an ex-catholic. The grandfather lied to local police and hid the child out of state in NJ from the child's model father who rightfully had legal custody. The grandfather committed Purgery and numerous financial frauds (inc social security fraud) in the child's name and sued the teens father for custody using the child as a pawn in his sicko religious jihad against the teens father. Did Judge Bayley follow Pa and federal law and immediately return the kidnapped teen to the father? Not only no, hell no!!! Judge Bayley conducted several farce hearings over 6 months where he ignored the law and proven history of child abuse by the grandfather to blame the innocent father for the family feud the grandfather admitted under oath was his fault. Judge Bayley illegally granted full legal custody to the retired judge kidnapper whose fraud was proven and illegally terminated the parental rights of the teens father, a 45 year entrepreneur & Anti-government activist with no criminal record. JUDGE BAYLEY REFUSED TO ACT ON A PETITION TO repair HIS ILLEGAL TERMINATION OF THE FATHERS RIGHTS, PA appeals courts refused to overturn or even hear the latently outside the law special treatment given to the grandfather corrupt retired judge Lou O'Brien who used his political power to keep the child out of contact with his father for 3 years until his 18th birthday on 8/1/05. When Sean O'Brien turned 18 he told me of the 3 years of abuse he suffered under the grandfathers custody. details of this case are at: http://luckiestmanonearth.com/id38.htm
Bayleys "stealing an election" case. In Dec 2003 Judge Edgar B. Bayley ruled that 10 of the votes clearly cast by write in for Shippensburg Township candidate Mathew Brundzo can't be counted because they weren't cast properly. Bayley determined that an incumbent named Asper, who was on the ballot, won the election with 115 votes to 106 write-in votes for Brundzo who had won by a single vote if Bayley had not tossed out 10 of his write in votes because he conviently ruled that a Pa law designed to govern electronic voting applied to the write in votes and the 10 voters did not clearly color in an oval on the paper ballot beside Brundzo's name they wrote in. Asper was a member of Bayleys political party and the ruling gave him a win to keep more of Shippensburg Township open for development, Brundzo who Judge Bayley cheated out of a very rare write in win was from the other political party and had won his right in race on an anti-development write in campaign. JUDGE BAYLEY VOIDED THE RESULT TO KEEP A POLITICAL HACK FROM HIS OWN PARTY IN POWER KNOWING A WRITE IN CANDIDATE ISNT GOING TO HAVE THE 10K IT TAKES TO APPEAL. THIS CASE ALONE IS SHAMEFUL ENOUGH TO IMPEACH JUDGE BAYLEY. source http://www.cumberlink.com/articles/2003/12/14/shippensburg/news/news01.txt
Bayleys "ignore PA constitutional gun rights" case Section 21 of the Pa constitution reads
the right of the citizens to bear arms in defense of themselves and the State shall not be questioned”. When John Heidler went to Lamberton Middle School in 10/1996 to pick up his son Judge Bayley ruled he was in “constructive possession” of a gun police found in a warrentless search in his girlfriends purse, in his parked car nearly 100 feet from the school broke a clearly unconstitutional law even though both persons had permits to carry a concealed gun. This conviction was overturned by an appeals court. Heidlers name was cleared and he is only out much of his life savings for lawyers because Judge Bayley violated his constitutional oath. Details on this case are online at: http://www.post-gazette.com/regionstate/19991115gun7.asp
Bayleys "no hard time for cop caught selling crack" case .
Still dont think Judge Bayley gives special treatment to some people in his court? In the fall of 2004 The Harrisburg paper (see below) reported that Judge Bayley cut a HUGE break to a dirty Shippensburg cop Wayne Rideout who got caught selling crack cocaine adjacent to a local childrens center playground. Judge Bayley allowed this dirty crack selling cop to serve his time in county jail, and lamented the long mandatory sentence state law required for crack selling cop who now has health problems. County taxpayers alone now will pick up the tab of the cops 2-4 year sentence and not state whose prison the cop should have gone to. Rideout could have been sentenced to a total of six years in state prison. source: Patriot news
Bayley covering for drunk grandmother case: Hard to imagine any legal logic when judge bayley ignores the kidnapping and fraud of retired camp hill judge Lou O'Brien to strip a model father with no criminal record of custody (see case b above), then just months later goes easy on a drunk grandparent so she wont loose custody. Equal treatment under the law??? Only is you ignore the law like Judge Bayley, here is the local papers coverage of the drunk grandparents child abandonment: source: Patriot news
Bayleys "let the thief" off easy case: In early 2005 Judge Bayley again ignore the law and common sense and allowed a manager of a local Weis markets grocery store to avoid jail time by coughing up 11k in partial restitution for state lottery tickets he stole
from the store he worked at. Have money, avoid jail time, but if your broke go to jail. Thats Judge Bayley's idea of justice for sale, write a 11k check and no jail time. The patriot news documentation on this is in the 3rd row on the right of the below story. source: Patriot news
Bayleys moronic gold ball case
: If there is no applicable law, just like in sample case A above (the write in ballot case) Judge Bayley illegally takes an unrelated related law and makes up a misapplication of it. Getting hit by an errant golf ball is an obvious assumed risk of playing Golf in the same way being hit with a hockey puck is a risk when watching a hockey game. Duh...common sense right. Not to Judge Bayley twice in 3 years applied a legal ruling from skiing and baseball cases to allow frivols "gold ball" injury lawsuits to go forward will full jury trials that clog the court calendar and make other cases wait for justice. The jury in the first case golf ball case James A. Tomkins vs George Long awarded ZERO damages. Unfazed by this obvious waste of a jury trail what did Judge Bayley do: He recently certified a new silly golf ball injury case to go to a jury trial Clotfelter vs Carlisle country club. Isn't it nice to know when he is not changing election results, ignoring PA gun rights, voiding parents rights, going easy on cop drug sellers, putting drunk grandparents in charge of kids, and going easy on employee theft, that he is busy wasting taxpayers money clogging the courts with jury trials with silly golf ball injury cases by misapplying ski and baseball rulings. details of the 1st dunb golf ball case a jury awarded zippo damages on are here: http://www.phillyburbs.com/pb-dyn/news/70-09162004-366624.html
Judge Bayleys screw the working man case
Judge Edgar Bayley ruled against Ricky Johnston of Shippenburg, Pa., who sued claiming he developed carpal tunnel syndrome from driving, loading and unloading trucks. Judge Bayley in his ruling agreed with a lawyer for State Farm Insurance Company that the company did not have to pay the 39-year-old former truck driver because his injury did not come from an accident more details here: http://www.truckinginfo.com/news/news-print.asp?news_id=53701
Strange fact: Judge Bayleys courtroom bathrooms have expensive motion sensor paper towel dispensers. God forbid any of his staff would ever have to exert themselves and pull the towel out of the dispenser the way taxpayers do.
